King Seon (Dae In-su)

Balhae's tenth king, who subdued most of the Malgal, reached Liaodong and organized five capitals, 15 prefectures and 62 districts; Balhae was then called the Flourishing Land in the East

A fourth-generation descendant of Dae Ya-bal, Dae Jo-yeong’s younger brother, he used the era name Geonheung. To the south he made the Ni River the border with Silla. He sent governors to the prefectures, prefects to the districts and magistrates to the counties, while Malgal villages were left to their own chiefs. The central army had ten guards.
