Gwangmu Land Survey and Land Titles (Jigye)
The Korean Empire set up a land survey office to survey land nationwide and issued jigye, modern certificates of land ownership.
As part of the Gwangmu Reform, a land survey office (Yangji Amun) was set up in 1898 to survey land and record its owners. In 1901 the Jigye Amun began issuing owners jigye, modern certificates of ownership. By recognising ownership the state sought to widen the tax base and keep foreigners from acquiring land. When the Russo-Japanese War broke out the Jigye Amun was abolished in 1904, and the project covered only some areas.
