Kim Jae-bong and others founded the party in April 1925. A clash between members and Japanese police at Sinuiju in November exposed the organization and led to the first round-up; the rebuilt party was broken again in 1926 while preparing the June Tenth demonstrations. Japan used the Peace Preservation Law repeatedly against socialist movements.
