As part of the economic cooperation following the June 15 Declaration, construction began in June 2003 and the first products came out in December 2004. South Korean firms built factories staffed by North Korean workers, and reconnection of the Gyeongui and East Sea railway lines was also pursued.

In February 2016, after a North Korean nuclear test and long-range missile launch, the South Korean government shut the complex down completely.
