On 25 October 1900 Emperor Gojong issued Imperial Decree No. 41, renaming Ulleungdo as Uldo and raising it to a county of Gangwon Province. Article 2 placed the county office at Taeha-dong and set its jurisdiction as "all of Ulleungdo, Jukdo and Seokdo". Seokdo refers to Dokdo. The decree appeared in the official gazette on 27 October.

Coming before Japan’s Shimane Prefecture notice of 1905, it made clear in a modern legal act that the Korean Empire governed Dokdo as its territory. Today 25 October is marked as Dokdo Day.
