In January 1987 Seoul National University student Park Jong-chul died under police torture. Calls for direct presidential elections grew, but on 13 April President Chun announced that the existing constitution would be kept. In May the cover-up of Park’s death was exposed, and the National Movement Headquarters for a Democratic Constitution was formed.

On 9 June Yonsei University student Lee Han-yeol was struck by a tear-gas canister. On 10 June, the day the ruling party named its presidential candidate, the Headquarters held a national rally, and protests crying "Abolish the constitution-protection measure, down with dictatorship" spread nationwide. Protesters held a sit-in at Myeongdong Cathedral, and huge numbers joined the Grand Peace March on 26 June.

The June 29 Declaration then conceded direct presidential elections. The Great Workers’ Struggle followed in July–September.
