Jo Byeong-sik

Governor of Hamgyeong who issued the 1889 grain export ban

After the opening of ports, Japanese merchants bought up grain in bulk, driving prices up during a poor harvest. In 1889 he invoked the Korea–Japan trade regulations to ban grain exports from Hamgyeong Province. Japan protested that Korea had not given the required one month's notice, and the Joseon government withdrew the ban and paid compensation in 1893.
